'Street Decoration' was a proposal for a Drake Memorial, sketched in 1912.  It was never carried out, partly because of the scale (it included the colonnade and maritime frieze as well as a monument topped with an illuminated crystal globe), and partly because the proposed location was the deprived East End.  It's reproduced in Furst's Decorative Art of FB, and Furst writes about it pp.185-6.
