It is likely that these women, both wearing working dress, (and notably trousers) are either in the process of cleaning windows or possibly putting up posters. During WW1 Belleroche made a series of studies of Selfridge girls in various activities which record in part the change to their working environment.
The drawing is preparatory study for a lithograph that was possibly not editioned but the stone is in the collection of Elizabeth Harvey-Lee.
