Dr Paul Stamper, FSA (Paul Stamper Heritage) has pointed out that this plein air sketch represents a quarry scene, looking to the quarry face, with sheer legs for lifting stone, with what appears to be steam engine providing the power.

Dr Horner has suggested that this painting relates to Brangwyn British Empire mural.
